Planning Board Workshop: First Wave ReCode Changes

The Planning Board will hold a workshop to review the first wave of changes to the land use code under ReCode Phase II, including changes to Article 3. Definitions, Article 5. Zones, Article 6. Use Standards, and Article 7. Dimensional Standards.  More information on the draft changes can be found here.  Meeting materials will be posted in the City’s agenda portal prior to the meeting.

City Council Workshop

The City Council is scheduled to hold its second workshop on ReCode Phase I on Monday, October 26. At the workshop, the Council will review the complete draft of the City’s land use code. The draft code is available for review here and will continue to be accessible for review and commenting prior to the upcoming workshop. City Council Workshop

The City Council is scheduled to hold its workshop and first read of ReCode Phase I on Monday October 5th. At this workshop, the City Council will discuss the complete draft of the City’s land-use code; unanimously recommended by the Planning Board at their July 28th public hearing. The draft code is available for review here and will continue to be accessible for review and commenting prior to the upcoming workshop.

ReCode Public Hearing

On July 28th, the Planning Board will hold a remote public hearing on ReCode Phase I; encompassing the 22 articles of the City’s redrafted Land-Use Code and other associated policy document amendments, including those to City height maps and the City of Portland Technical Manual. At the public hearing, the Planning Board will make its recommendation to the Portland City Council on the adoption of this draft Land Use Code.

Planning Board Workshop

On June 30, the Planning Board will host a remote public meeting to review Articles 19 (Off-Street Parking & Loading), 20 (Signs), 21 (Public Art), and 22 (Regulation of Explosives) of the draft ReCode. In addition to review of these articles, staff will also be discussing next steps in the ReCode process along with edits to articles previously presented to the Board.

On May 19, the Planning Board will host a remote public meeting to review Articles 14 (Site Plan), 15 (Subdivision), 16 (Impact Fees), 17 (Historic Preservation), and 18 (Housing) of the draft ReCode. Planning Board Workshop (POSTPONED UNTIL FURTHER NOTICE)

The Planning Board was originally scheduled to meet on March 17, 2020 to discuss Article 14 (Site Plan), Article 15 (Subdivision) and Article 16 (Impact Fees) and review edits made to Articles 1-13 based upon prior Board and public feedback. In accordance with the City’s approach to all public meetings at this time, this meeting is being postponed until further notice. However, in order to allow the public to review to continue, materials prepared for the meeting will be posted here as of Friday, March 13th.

On February 18, the Planning Board will hold a workshop to review drafts of Articles 8 (Overlay Zones), 9 (Form­-Based Zones), 10 (Waterfront Zones), 11 (Shoreland Zone), 12 (Floodplain Zone), and 13 (Resource Protection Zone) of the ReCode. POSTPONED - ReCode/Climate Youth Event

This event is being postponed. We are actively working to reschedule and will be updating the event information in the near future.

Planning Staff are teaming up with the City’s Sustainability Coordinator, Troy Moon, to present the relationship between land-use policy and climate change to a group of interested youth. Following a brief presentation, we will be leading an exercise to raise awareness on these connections, gather feedback and promote future engagement in the ReCode project.

PAST EVENT - Community Forum on Sign Regulations

The Department of Planning and Urban Development will kick-off the process for updating its sign regulations with a Community Forum on July 9th from 6-7:30 PM, in Rm 24 at City Hall. As part of the larger project of rewriting the City’s Land Use Code, this is an opportunity to ensure that new sign standards reflect the needs of different property types, businesses, and neighborhoods. The end result will be modern sign regulations that are illustrated and clear, supportive of the needs of local businesses, and visually compatible with surrounding neighborhoods.

On Thursday, May 17, the Planning Board will meet for an introduction to the Impact Fee Study. The workshop will include an overview of the study and time for Board discussion, public comment, and questions. Anyone with an interest in the Impact Fee Study is encouraged to attend.
