Equity is a major theme of Portland’s Plan, which commits the City to incorporating “the needs of all of our residents in planning for our future.” Historically, planning hasn’t always achieved this lofty goal, and communities across the country are working now to acknowledge and proactively address years of inequitable policy. As we begin the work of ReCode Phase II, we are taking a look at our historically vulnerable and underserved communities as a first step in understanding where land use policy can better create opportunities and promote access to resources for all citizens, and particularly those who most need them.
